Heather Locklear must have never been so happy to go unrecognized.

The Ventura County District Attorney's Office has announced it won't be filing charges against the once-and-again Melrose Place vixen for a hit-and-run accident involving her car, saying there's no way to determine if she was, in fact, behind the wheel at the time.

Not in dispute is that a BMW registered to Heather and ex-hubby Richie Sambora hit a "No Parking" sign at around 4 a.m. on April 17 and no one reported the public-property-involved accident to police.

But, "Insufficient evidence exists to establish who the driver of the vehicle was at the time of the collision," read the statement from the D.A.'s office.
