In Justin Bieber's world, throwing water balloons at the cops isn't necessarily a punishable offense.
An eyewitness tells E! News that a state trooper—soaked below the belt courtesy of a direct Bieber balloon hit—was ready to slap the cuffs on the teen prior to his sold-out performance at the Maryland State Fair on Sunday, but that Bieber's bodyguard managed to talk him out of it.
"Still laughing. GREAT DAY," Bieber tweeted late that night.

UPDATE: On April 6, 2011, Marcellus Chambers pled guilty to felony counts of robbery and assault with a deadly weapon for his attack on the star. The other charges were dropped as part of the deal, which will include the government recommending no more than four years behind bars.

Wizards of Waverly Place Star in Disney Doo-Doo After Dustup

Sure, no one took their clothes off or anything, but we have to imagine Wizards of Waverly Place star David Henrie will get called to the principal's office at least for his run-in with the law Thursday evening. (Too bad costar Selena Gomez can't work her magic on this one.)
The 20-year-old actor and his 16-year-old brother, Lorenzo, were involved in some sort of scuffle at Universal CityWalk in Los Angeles and received citations for "disturbing the peace," E! News confirms.
"There was a minor altercation in a parking garage," a rep from the Los Angeles Sheriff's Office substation at CityWalk says. "They were later released to family members."
The rep could not confirm what caused the incident or who else may have been involved.
However, the actor's rep tells E! News that, contrary to reports, the Henrie boys were trying to avoid the drama altogether.

Nick Hogan may not always know best, but he definitely knows relief today.
The son of wrestler Hulk Hogan can finally leave his 2007 street-racing car crash in the past as he and the family of John Graziano have reached a settlement in their civil suit.
Graziano was riding shotgun in Hogan's Toyota Supra at the time of the accident that caused him "to lose a portion of his brain, to be confined to a wheelchair and to be in a minimally conscious state requiring full time care," according to court documents.
