Former president throwing belated birthday bash this weekend with a star-studded Hollywood soiree...but why is Blake Lively getting a party foul?

At your birthday party, you probably had some booze and cake. Maybe the bar or restaurant sang happy birthday to you? Well, you're not Bill Clinton.

The former president actually turned 65 in August, but he hasn't gotten around to celebrating until this weekend.

And how! Billy boy is hosting a three-day party complete with A-list performers, including Lady Gaga, Usher, Stevie Nicks, Bono and Kenny Chesney.

Even better? Proceeds from this lavish extravaganza all go to a good cause.

All the money from tickets to the concert, brunch and golf tournament benefit the Clinton Foundation, which focuses on improving global health and protecting the environment.

This week's party foul goes to the lovely Blake Lively, who was tardy to a major NYC party Thursday night.

Interview mag was toasting their October issue at Top of the Standard with a special performance by Florence + the Machine.

Blake and Florence go way back and were party partners on New Year's Eve, but the Gossip girl was so late to the bash that she totally missed her BFF's show.

The newly single girl rushed in around 11 p.m. rocking seriously messy hair. Did she just come from another makeout session with Ryan Reynolds?

Not that Florence seemed to mind! The singer drank Belvedere dirty martinis throughout her three-song set and seemed thrilled to see Blake post-performance despite her late entrance.

The girls made a beeline for each other and were hugging and shrieking at the soiree, before Blake joined Flo's table. Glad to see there were no hard feelings!
