The 28-year-old actress, who plays Fiona Gallagher on the Showtime series Shameless, was on Tuesday spotted wearing a sparkling ring on her ring finger while standing on a sidewalk in New York City, as seen in a picture posted by Us Weekly.
"Emmy is not engaged," the actress' rep told E! News.
Rossum does have a boyfriend—Sam Esmail, who directed her in the romantic comedy film, Comet, which was released on Dec. 5.
The two were photographed sitting courtside at the New York Knicks-Dallas Mavericks game at Madison Square Garden. The actress was not wearing a ring.
Rossum has been married before: She and music executive Justin Siegel wed in 2008, split after a year and a half and finalized a divorce in late December 2010.
She and Esmail have been going out since at least early this year.
"I'm going steady with this girl," the 37-year-old director and screenwriter said on Instagram in June, alongside a photo of Rossum.
Esmail has shared many photos of the actress and adorable messages about her.
On Wednesday, the two attended a Hannukah party at the White House, where the actress met President Barack Obama.
"I met the President tonight," she tweeted. "I have to admit. I got very emotional. What an honor."

Esmail posted on Instagram a video of his girlfriend eating a latke (potato pancake), a staple of the eight-day-long Jewish holiday, at the White House party.
"This is Barack's latke!" she said. "This is delicious."
