Donald Trump is all about deals. And now he's trying to make one with President Barack Obama.

After teasing us yesterday by tweeting that he had a so-called announcement that is "about the United States of America," the real estate mogul posted a YouTube video on Wednesday in which Trump makes Obama an offer he believes the commander in chief can't refuse.

"If Barack Obama opens up and gives his college records and applications, and if he gives his passport applications and records, I will give to a charity of his choice—Inner City Children of Chicago, American Cancer Society, AIDS Research—anything he wants, a check, immediately for five million dollars," Trump said.

Trump went on to say "the check will be given within one hour after he releases all of the records so stated. He'll be doing a great service to the country if he does this."

He noted that if such records are released, "it will end the question and indeed the anger of many Americans. They'll know something about their president."

Speaking on behalf of the president, advisor David Plouffe responded to E! News' request for comment with a request of his own, "Direct those questions to Boston, because Donald Trump is Mitt Romney's biggest supporter, so he owns everything he says."

Trump also gave Obama a deadline, saying all records must be turned over by Oct. 31 at 5 p.m.

Guess simply getting Halloween candy just isn't enough for some folks.
